
Transforming emergency response with tailored technologies
Wearin’ is an Associated Partner in Project ForeSight, an initiative under the Horizon Europe program (101168521) aimed at improving disaster risk management through innovative solutions for last-kilometer navigation and logistics. This collaborative effort, led by the German Federal Agency for Technical Relief (THW), unites leading organizations from Bulgaria, Cyprus, Germany, Greece, Italy, the Netherlands, Switzerland, and Turkey to enhance emergency response capabilities across Europe.
Addressing modern disaster challenges
With climate change and urban expansion intensifying the risks of urban and wildfire disasters, first responders face increasing challenges in navigating low-visibility environments. Project ForeSight is developing cost-effective, cutting-edge tools to enhance response capabilities by improving visibility through smoke, fire, and dust, boosting situational awareness, and optimizing last-mile logistics in disaster zones.
The project is pioneering the development of a groundbreaking Long Wave InfraRed (LWIR) LiDAR using Quantum Cascade Lasers (QCL) to enable imaging in low-visibility conditions while mitigating interference from fire radiation. Other advancements include:
- Flash LiDAR imaging in the visible spectrum for rapid 3D data acquisition;
- SWIR Coherent LiDAR with Optical Phase-Locked Loop (OPLL) for improved performance and reliability;
- Advanced LiDAR Data Fusion to enhance navigation and feature extraction;
- High-Power Laser-Based LWIR Illuminators and Imaging Sensors to penetrate obstacles like smoke, fog, and dust;
- Ultra-High Power MWIR Beacons with Quantum Cascade Lasers (QCLs) for precise team localization and status sharing;
- Integration of ForeSight Technologies into responder gear and vehicles for real-time operational support.
Consortium
The ForeSight Project consortium is composed of selected members who collectively cover all essential research and development areas.
Coordinated by the German Federal Agency for Technical Relief (THW), this innovative project unites top organizations from across Europe, with partners from Bulgaria, Cyprus, Germany, Greece, Italy, the Netherlands, Switzerland, and Turkey.

To reach its ambitious objectives and tackle the challenges that led to its creation, ForeSight has outlined a range of strategic, technological, scientific, policy, and societal goals. Central to this is the mission to enhance EU resilience and reduce societal vulnerability to urban and wildfires by providing tailored tools and services, thoroughly validated by responders, to support training and encourage acceptance.
